I tell ya!
I was out there at 5:30 a.m. to move my car from where it was parked on the plow route. The locks had frozen again and I couldn't even open a door. I ran extension cords out to the street and stood in the freezing cold to hold a hot iron against the lock - for half an hour, with no luck.
By 6:30 I was online and had registered with AAA, and requested that they send someone to help me get into the car, or at least tow it around the corner before the city towed it to the impound lot. Unfortunately AAA was flooded with calls and couldn't promise to get here before 11 a.m. I waited anxiously all morning, but finally the plow came by and I was ticketed - at least I wasn't towed.
When AAA arrived the guy was able to break into my car with amazing dispatch. (I asked about the tools he used and he said they'd cost about $300). He stayed around long enough to jump start my battery. Apparently, even if I'd been able to get into the car at 5:30 when I first went out, I'd have been stuck with a dead battery.

i used to keep a medium-sized propane torch around for that kind of weather -- they're relatively cheap, and often enough to thaw doors/locks pretty quickly.
